Software for a particular image effect

does anybody know of a software that can easily generate this image effect?? Or perhaps a Photoshop tutorial ?

    A drop-down menu for a webpage is done via HTML code. It can be done via pure CSS (Google "CSS dropdown menu"), or it can be done via Javascript / jQuery (Google "jQuery dropdown menu"). Tons of examples out there.

    Are you talking about the over all image effect such as the torn look around the edges of the image and the shadow?

    If so then Snag-It can do that.

        Ahhh... I thought you were referring to the drop-down menu in the image, as that's what the arrow was pointing at.

        But yeah, I second SnagIt. Great program!
