I joined a long while back, and haven't been active at all. I have recently started looking into online things, and as with everything that happens in my life, nothing happens slowly

I am in need of some fast advice about how things work around here. I did a quick search and was not finding for what I needed so I am hoping this produces faster results than my randomly searching through the forums.

I have someone I know personally who created something (an app for fb page owners) and I am looking to find the best ways to promote/advertise it to help him. I was told this forum would be an ideal place to promote such a tool. I have looked around in the classified and wso sections a bit and it says if I did not create the product I can not promote it... I was given full reign to do whatever is necessary by the creator in order to promote. so my question is am I allowed to purchase a wso or classified ad with my affiliate link to my friends product?

I apologize in advance if this is a question that is easily found by searching... please dont hate me too much be nice

You are right that affiliate links are prohibited; the idea is that you need to add your own value when making an offer. But if you are your friend's "manager" as you are saying, this shouldn't be difficult at all. For example, you could create a WSO landing page on the main product domain which offers a special incentive (that's the "S" in "WSO") to people who buy from here. I'm no admin here, but it would seem that this is the right approach to remain within the spirit, as well as the letter, of the rules.

Not a WSO (that needs to be something you produced yourself), but I know of no reason why you shouldn't be able to do that with a Classified Ad. I've definitely seen affiliate links, before, among the "Classifieds".

I don't think it is, at all. I'm far from any voice of authority on subjects like this, but for myself, I think that if it isn't expressly prohibited, it's probably allowed (and there are certainly some affiliate links "in there").
