    This article says the barriers will be used to protect embassies.

    On another site about this method, this comment:

    The barriers will be used on the outer perimeter of the embassies and is a more scaled down and aesthetically pleasing version of current objects intended to stop vehicles but enable pedestrians to walk by them, he said.
    What I can't find is a price. We couldn't afford more people to protect Benghazi but we can afford "more aesthetically pleasing versions of current obvjects" in other embassies?

    It looks like a good idea and a good tool. I would understand using it going forward but I question whether replacement of other effective methods is cost effective or necessary.
