ideas for reaching out to new audience

hi all im new here im thinking about starting a new project/business and since it will be a new company and have no background or success stories how would you /I reach out to clients to believe or take part i the new business?in other words how to market your new business to reach out to the targeted audience and really don't have a big budget to go for big advertising medium.

please feel free to give any idea good or bad its still an idea.thanks

Here is something you can do. If you are offering a service for which you will outsource (recommended), then use your outsourcer's success help you.

For example, if you are offering SEO but you have another link-building here on the forum do your work, ask your link-building source if you can use his/her testimonials and other work as examples for your service.

thanks.but i was thinking more of an offline approach.my service will be targeting two client base.a bit more like a groupon service but work a bit different,so i need to reach customer and also businesses so how to get the business to signup after that the customer will follow.
