    What are you talking about?

    The phone numbers?
    The copper?
    The connecting equipment ( cards/pairing couplers/routers ) ?

I believe the numbers go out of service for X days and then recycled.
The equipment is almost always leased or part of the monthly fee
I think the copper is owned by the building owner.

I am not an expert, but i have more t-1's and phone numbers then
you can shake a stick at - so maybe i can help if your more
    clear with your question.

Did they pay their final bill?
Could be a reason for the number to be "suspended" and not put
    back into circulation.

Ken: I think he's talking about the number(s) and not the other stuff
but from the little bit of information that he provided, who knows.

I wanted the phone number only. A person in heating and cooling with the same last name as I has people looking for him for work and he dropped off the face of the earth.I am getting calls asking if I know anything.

I went over to a local supply house and one of the counter people believes they folded up. Obviously he has forty years of equipment with the # on it to service across the region in people's homes and businesses.

if the number is available and I can get it, this can work for my heating and cooling add-on business to my electrical company. Same last name, but no relation.

Anyhow, is there a specific department to call at the phone company?

That would be the business office.
