Any Telemarketing list building advice?

I am a small business web designer looking to expand my business. I have telemarketing channels in place but it is difficult to find good source of contacts to call. I work with small business owners and find that if you buy a telemarketing list, a lot of times you get all types of businesses that would never even consider your services.

Any recommendations on online directories that list verified small business into?

How do you guys search for leads online?

    What business would not consider your service? A better question then becomes why not buy a list that targets the business' you feel are interested in your service?
