Short and sweet:

Can I restrict gmail ad buys to appear next to emails sent and/or received using local IPs, or in some other way limit them geographically?

(aside from bidding on "here in Topeka" or something like that)

    Wow good question.

    I know you can restrict IPs. So, here is a very complicated and impossible fix for you:

    Get every single IP address in the world, with the exception of the IPs you want, and put those in your exclude list. (I know, I am just being punchy here )

      Kind of like the way that Michaelangelo made that statue of David by just knocking off of the block of stone anything that didn't look like David?

      Sounds simple enough.

      Seriously, though, can you restrict only individual IPs? or can you restrict every IP with, say, "123" before the first dot? I'm only guessing, but I'm guessing that this could have some potential.

      <waiting for WSO on software to generate all possible "123." IPs and submit them as google restrictions>

    That's an interesting idea. Great place to try advertising for restaurants and such. How far down can you narrow with adwords?

    That could be a very good idea if it can be narrowed down locally. If someone was talking in their email about painting their house, then a local painters ad would show up.

    I know there was a course a while back on gmail advertising, but I didn't get it. I need to check and see how that would work.
