Some questions about offline marketing

I just moved to Torino and I am thinking of trying my luck with offline marketing. I want to approach local businesses and offer to make them a three page website and keep it online and make some links. I am wondering how much I should charge for a three pages simple website and how much should I charge then per month to keep it online and make some links. Sombody was talking about charging $300 per site and then $20 per month?
Also what kind of business should I approach? Shops? Dentists? etc
