Google Places for suburb cities

How does Google Places work for businesses that are in suburb cities?

For example, let's say you have a personal injury attorney in Friendswood, TX, which is a suburb of Houston. If his/her business physical address is registered and listed in Friendswood and all the citations reference Friendswood, will the Google Places listing essentially only show up for that personal injury attorney for a Friendswood, TX search, or would it also show up for a Houston search?

If you WANTED to only have that person show up for a Friendswood, TX search, is the correct way to do it make sure all the citations say Friendswood rather than Houston?

And I guess that my end question is, can you have personal injury clients in Friendswood, Baytown, Sugarland, and Houston, and set up each personal injury attorney for their own respective city?
