Errrr... You have registed folks from USA, CAN, Uk, Portugal, Spain, Ireland, Iceland, Netherlands, Japan, Croatia, France, Australia... so regionally can be pretty confusing for everyone.

Depends, are you looking for local ones that allow you to talk with real people or are you looking for online stuff like SEOmoz and SEObook. Frankly, just Google the locale name and SEO and check listings and Places. At least that gives you a start. Not many big SEO providers out there, mostly local shops. The really big ones are VERY spendy.

I used personally the Submit Edge firm for my offline seo work .. and they give good cost with quality work ... i m not advertising this firm but this is my personal exp.

I don't know any but based on what I read, the local SEO company can be costly because most of them outsource the service.

I found that a little DIY SEO can go a long way. I have been spending 2-3 hours a day writing blogs, tweeting , Facebooking and I have increased our web traffic about 300% in about 4 months. It probably is not as fast as some of the bigger firms but it can be a good approach on a tight budget.

Because the services of an SEO expert individual or a company are intangible, so can be hired from anywhere around the globe. Local SEO service providers in USA, Canada etc may cost much than those of hired from some developing countries online from outsourcing places.

Its all depend on the local currency.. It play a role too..

for example: US client, I would charge USD250.
UK client I would charge 250 Pound.
Singapore clients I would charge 250 Sing Dollar.

Not to your typical American it doesn't, of course it doesn't.
