Number of results in Places listings on Page 1

Hope this is not a dumb question. Why do some places results, have 3 listings, others 1, 10 etc. I thought it might be the number of available listings in that physical location, but in some areas with over 10 listings in places there are only 1 or 3 showing up on page 1.

    The simplest answer would be that the number of Places that are showing up on Page 1 depends on how many Places Google sees as relevant enough to particular query.

    And a more complicated answer would include the factors that Google takes into consideration when choosing how many Places to show on Page 1. Some of these might be:

    - overall number of Places for the particular location + keyword
    - overall relevance of all these Places
    - specific relevance of each one of the Places
