Offline Marketing - What areas are you targeting?

So I have a quick question for all the offline marketers out there. I'm not sure how it is in other states or countries, but here in Pennsylvania we have the State level, County level, Township level, and City level. I want to focus on 1 client, per area, per trade. So how local should I be targeting?

County + Plumber
Township + Plumber
City + Plumber

    The most logical answer I can give is what would you type into google if you were doing a search for a local service?

    In my neck of the woods it's all about the city, nobody uses the county for this type of thing, and we don't go by townships. But that being said there are certain well known areas within a city that people do refer to.

    I'm originally from back east way back when, but would anyone type in the township these days? And who would? Maybe just older folks who are used to that?

    Or is it still very prevalent to mention the township or county in normal conversation.

    You can target township or county level but before that see how many potential clients you may have in that particular level. If it is too low than go for a higher level and if the target client is big enough, start with a lower level. Before deciding on that also check up with Google keywords tool to find the approximate search for all exact keyword search phrases.
