This really depends on what specific services you are going to be selling. There are many different theories about how to develop leads-- some say go after every business in a certain niche, others will say to target your services to specific businesses.

One thing that I do to help increase the chance of a sale, is to only target businesses who are currently advertising. This way you know they have a marketing budget and you won't waste your time chasing after businesses who don't spend money.

Specifically I grab leads from the Yellow Pages (although there are fewer and fewer leads in there), community newspapers, and I always look for advertisements that come in the mail from companies like Coupon Clipper and ValPak. My experience is that most businesses were oversold on the potential of what their advertisement actually brings in, so you can play off that to help get the sale. I've found that businesses who are running print ads are a great source for a QR Code/Mobile Website package. It is easy to get them to see the potential of turning their static print ad into an interactive piece of media. And usually you can price your services for less than they paid for one ad.
