Can't get Google to pay attention to Citations

I've got a client whose business is in one city (call it city1), but is wanting to rank in Google Places for the larger city next door (call it city2).

I've built about 100 citations (for city2) and this Google Places page doesn't show up anywhere for the keyword '<city2> landscapers'.

All but 4 of the citations are indexed, so that can't be the reason why.

Any thoughts on how to diagnose the issue?

    Here is what I would do if you havent done it yet:

    First bookmark each one of your business directory citations to as many bookmark sites as possible. Take the Rss and submit the bookmark Rss's to Rss directories.

    This will create a two-tier link structure to the citations creating alot more link juice then you got now.

    I would take the top business directories listings you have like:

    1. InsiderPages
    2. Merchant Circle
    3. SuperPages
    4. Yelp
    5. Yahoo
    6. Bing
    7. Kudzu
    8. Botw
    9. CitySearch
    10. HotFrog
    11. Manta
    12. Judy's book

    And pay an outsourcer at fiverr.com to bookmark and rss them. They will get you 100's of bookmarks for each one. And probably submit the rss to around 100 plus sites.

    This will give your clients site huge boost. Guaranteed.

    Also I dont know what other sites you have built but you need to implement Youtube Channel citations, Facebook Fanpage citation, Twitter and Linked-in.

    Its not about just having a link their.... these sites need to have activity and point back to your client site.

    Also its not just about having a bunch of citations. Google places is getting harder to rank in.

    You need to diversify the link building.

    Forum links
    Blog comment links
    Business directory links
    Facebook,youtube,twitter links

    Post images at sites like panaramio and flickr. These sites allow you to create tags and backlinks for the business. This is huge. Also make sure that your seo onpage is strong.

    Both on the actual page and the google places listing.

      Thanks so much for your detailed instruction.

      As a follow on, how does Google 'decide' how to attribute a Google Places Page to a certain keyword? The directory site citations are a little generic - with may be some opportunity to upload a keyword-laden picture. Is it the onsite page content of the client's website? Is it the separate link building anchor text that Google finds for the site?

    Have you entered anything in the Places listing about City2?
    Are there any pages on your clients site about City2?
    Does your clients site display a service area that the company
    is willing to travel too in order to provide services?

    Have you now build conflicting citations?
    Citations for City1 and now City2?

    Basically your not giving enough information to enable us to give you
    an informed response, and what direction to take.

    Just building back links won't necessarily accomplish what your
    client wants.

      Thanks for taking the time to respond to my inquiry.

      The client has a City1 address, but is trying to rank for City2 - "<City2> Landscapers"

      I had had in the Google Places that the client was willing to serve clients at their locations, but I recently read somewhere that I should have answered 'No', regardless of whether that was indeed true.

      Regarding your question about building conflicting citations - I'm not sure how to answer the question in that the client has address in City1 and is trying to rank for City2 - so in that sense, there is a conflict (which I don't know how to properly resolve).

      I don't mean to hold back information - I will do my best to provide any and all information required.

    Wouldn't you need a 2nd google places page with an address in city 2 to rank for city 2?
