An idea that popped into my head (Offline Ad Network)

Here's the idea...
Contact all of the local websites/bloggers in your region
Make a deal with these local sites to display ads on their sites
Contact local businesses and sign them up

I think I will add this to what I'm doing now, but my concern is trying to sell some of the website owners in my area on it (contracts and legal issues/stuff)

In my area most "local" bloggers are blogging for newspapers and such that already do this across their blogs.

Do you really have enough independent "local" blogs to make this work? Blogging is not something that normally is local based and those that are already often have local ads already as they normally belong to a local celeb or similar. A weather man around here did that when he got fired but a few years later he was working for another station and was co-branding and in time his brand faded away. Though he is still in many ways given independence that a weather man normally would not get.

You should google the term hyperlocal blogging. Is a whole industry for the lack of a better work of local blogging. There are a ton in my local and in places like new york and seattle. A lot of these blogs are in niches and I could find people/business that would want to place ads on their sites.

Sounds like a solid concept if you can scale it.

Definitely get a few test-cases goes. Perhaps offer a month at a reduced fee to quickly get businesses on-board, and iron out the process with you. Will make for some great case studies that you can use to grow.

Contracts & legal stuff shouldn't be too complex - just a <this> for <that> statement between the parties.
