What online payment gateway to create recurring billing for offline clients?

I'm preparing myself and hoping to get a move on, on an idea i had just recently. Anyway, I would be taking payments by credit card and customers would be charged monthly, automatically.
My local bank does provide a solution, as I have called. However, I really do not want to go down that path until things are looking solid. It requires opening a new account, paper work and fees. So that option works, but it is for later.
PayPal also seems out, for now. Unless I am wrong, there is no way for me to input a customers credit card details myself into the system and set up recurring billing?
I am not interested in having my customers logging into their PP to work with me. I want to grab their credit card details over the phone and enter it myself, manually into the system and set it up for recurring billing. Not sure if PayPal allows this?
I have read about 2CheckOut briefly, it seems they are a little strict and someone here in the forums even said they try and call your customers initially to make sure they got what they ordered?
So, I am open to ideas guys?
PS: I am in Australia, if that may make some differences when it comes to your suggestions and service availability.
