Looking for a website programmer/partner for offline idea

Sorry if I'm posting in the wrong category...not sure if this is 'warrior for hire' , 'looking for JV' or something else- feel free to bump me to the right place on WF!

So here it is...I've got a unique idea for a website that involves local businesses looking to increase their brand/customer base in a specific neighborhood.

This is a scalable idea, but I want to do a beta in one neighborhood first. If it works, we open it up to neighborhoods anywhere in the US...the upside is then unlimited.

I'm looking for a programmer partner who will take my idea and build us the website. We would both have ownership- you build the site and tweak it...I do all the marketing to get it rolling.

    How about this... we use one of my current websites, and you make money by referrals. IF you bring a client to me who buys a $1,000 site.. and then 10K a month SEO... I'll throw you a G.

    Wouldn't you rather pay someone a one time fee to code what you need and own 100% of it?

    P1...no because it will be an ongoing project as we tweak the site, AND I don't have the upfront $$ right now. Correction- I do have $$...reserved for the marketing expense that will be needed to start it up.

    This is a "sweat equity" proposition.
