What's a Fair Rate for a Lead Generator in Philippines?

Basically I'm in the process of interviewing some people from the Philippines in regards to a lead generator role. It's nothing to do with cold calling or traditional selling but all driven around value..
Anyway without elaborating on the details:
1) The Process takes 2 minutes per lead (start to finish very easy)
2) So on level of 1-10 (10 being hardest) it's a dead-set 1...very easy!
Yeah sure I could have gone to a freelance site but I'm also wanting to personally groom someone for a full time VA role (which I need).
So anyway my QUESTION...
1) What is a fair rate if I was to pay per lead contacted?
2) What is best pay structure for such a role...i.e would u offer bonuses for closed sales to motivate?
Not a fan of paying by the hour before working with someone a while and would need something like rescue time to know what they are doing.
