I'm currently looking at local search volume for city - web design but google says not enough search volume. I know the keyword - "web design" typed in my local area is about 100 uniques a month.

My question is, is how would you rank for a term like web design locally? Is that possible without google places?

How would I rank for a term such as "city web design"?

The same way that I did for my company:

    1. Include City Name - Web Design in site title
    2. Include City Name - Web Design in Meta Description
    3. Create a page on site titled Web Design with file name as City Name Web Design
    4. Add content on Web Design page that mentions City Name - Web Design
    5. Have internal site links that point the Web Design Page with the keyword City Name Web Design as the anchor text
    6. Add footer links on all sites that you develop with anchor text City Name Web Design that points to your website
If there are only 100 searches a month for that search term, that should be enough to get you started.

If you follow all of those steps and you still aren't ranking for that term after the search engines have re-crawled your site, then get more back links.

I'm sorry, but I thought that's exactly what you were looking for...

If you want to rank for "Web Design" locally without using a GEO location keyword, you're going to have a tough time.

From my experience, Google will not display local results without a GEO location modifier in the keyword for terms like "web design" and "marketing" and in some cases still won't show Places listing for those keywords without using the "in" qualifier such as "web design in city".

Organic rankings and Google Places are 2 separate things but they show up together in the SERPs. Also, with Google Places listings, for a lot of things (I haven't tested every niche/topic) they merge the organic with the Places listing. So take a look at the SERP for your city + web design and see if there are any places listings showing already. If there are, then Google Places is a must (they are the 1st things a searcher sees and it's above organic results).

If there are no Google Places listings already, then create one (it doesn't hurt) and do traditional SEO to make yourself rank.

just build some links and have the address on your page. For local searchs google will read the IP and give local results some sort of pump to intermix local results on broad terms.

You're actually not allowed to use Google Places, as you are a web-based business. Even if you claim that you are making "in-person" contact, Google would still not display GP listings for terms such as "web design [location]", "SEO [location]", etc. They are most probably manually disabled from appearing in the general organic search.
