Traffic for lead generation seems so low

I really love the idea of lead generation as a business model! To calculate potential income in different type of cities in my area i made a little bit keyword research via market samurai and was suprised how low the search volume was!
As an example the phrase "auto dealer city" in a city with a population of 1.000.000 people gets only 880 searches per month.
And that is with decent competition! Well obviously i searched for exact searches and not broad searches till this is the way to get the best results.
If i look at the broad searches for the phrase "auto dealer city" it get's 8100 searches per month! That looks obv a lot better and would be worth it.

My english isn't the best and i can't say everything the way i want it because of that but i hope you get my question!

Should i use broad or exact searches for local sites?

I mean i am really kinda wondering how a lot of you guys are making good money with local lead gen! I would be interested how the exact searches for your main keywords are and how much traffic you really get!

Also if i would use PPC to get traffic would i than look at broad or exact searches? Anything different from seo traffic?

I know this are a lot noob questions but i have to start somewhere!

Btw i also read a few threads about lead gen in this forum but couldn't find the answer to my problem!

    You would want to use exact match.
    Also when you have keywords with low search volume it helps to get about 10+ other keywords ranking, that will give you a lot more hits to your site. I recently ranked a site that got "<10" (thats the figure google keywordtool gave) so far its on the top of yahoo, bing and second page of google and its getting about 10-20 hits a day. Thats not a lot but it adds up and once I have the other keywords ranked, it will be doing pretty good.

    Its a lot easier with seo to go for the smaller keywords and combine them, to bring up your website hits. However Im not to sure on the PPC, but exact match would probably be better. You want to get targeted visitors since your paying for the ad space. Why get tire kickers when you have to pay?

    yeah i will make a little deeper keyword research and will take a look at the overall traffic for all keywords i can find... i hope i will look better then

    well i guess you have to try it to see what a realistic traffic is... i have to clue how much traffic random longtails will bring!
