How do you target keyword groups for offline businesses?

For an example, let's say there's 3 main groups of keywords. Ideally, I think a page for each would be best.

CITY chiropractors (where office is located)
CITY2 chiropractors (city right next to city1)
NJ chiropractors

There's variations to each of the 3 groups. When I build the website, what's the best way to go about it?

Should I have the home page target the bigger volume set of keywords (NJ chiropractors) and a separate page for the other 2 cities? (more targeted)

      So separate them with the H tags? I thought a separate page would be better since I could target each with title tags and all the other stuff.

      EDIT-If anything how is it if I put NJ Chiropractors for the home page and then another page with CITY1/CITY2 ??

      I'm targeting only the local keywords but I want to tell the doctor that long term we can target the larger keywords (state). That's why for now we'll target only the subpage (local keywords) What do you guys think?

  • Do what ever fits your sales flow. If you want to rank for a smaller region, then keep impressing by growing out, go for it. The only thing to keep in mind is that every additional page you want to rank can make for additional work. But the frame work for the index being the state, and the separate pages being individual locations is the way to structure it.

    Also to help the dup content (If you believe in it) putting a RSS news feed in the footer of each city page pulling that cities specific local news really helps me.
