Hey guys...can anyone point me in the right direction to someone/outsourcer who is fairly knowledgeable at setting up local lead generation websites?

Preferably someone who doesn't charge an arm and a leg.

you can go about two different ways

Do it yourself or learn how to do it (its not that hard) There is actually a few wso's offering lead gen templates

or head on down to the warrior for hire section.

Hello! I suggest you learn how to do it yourself (given those two choices). So the next time around, you'll know what to do. In this case, I know that you will have to go through the trial and error system. But most people find the answer after so many errors. Just be patience.
