Has anything changed now with finding clients for Google+ Local vs Google Places?

So how do we pitch the Google+ Loacl Pages service now? Before with Google Places you would dolocal keyword research (i.e. "plumber miami") and finding those not in the 7 pack (but on page 2 and down and/or doing adwords or have not claimed their listings) and contacting them to pitch your service on how you need to be on page 1 and in the top of the 7 pack Google Places in order to be found and get search traffic which translates to more customers.

Does this still hold true now and can I still offer this service except just now call it Google+ Local instead of Google Places and everything else stays the same as far as letting potential clients know about getting the advantages of being on the first page in the SERPs, within the 7 pack, etc.?

And as far as setting up the Google+ Loacl and optimizing it will it be the same as the old Google Places..i.e. complete listing with videos, pictures, categories, etc. plus citations and reviews?

So with the new layout there is no longer an indication of "non-verified" or "verified" listings like before when we could also just target those who did not claim their listings? Is that no longer possible or way to find new clients?
