    Any way you can get face to face with business owners who might need a website or a site that works better to bring them real sales is likely to get you much higher paying clients.

    Examples might be business networking meetings, trade shows, talking to business owners you know, the owners of businesses where you spend your money and the business owners your friends know.

    Also everyone you talk to you can ask who they know.

    Ask arround you, ppl that you know that own business or need online visibility.
    Then ask for referals. Local adds, create your own website, social media etc..

    I think face to face is the bet method. In the free WSO I have in my signature I go over a precise method that guarantees a higher conversion rate than your competitors and is specifically aimed at web design.
