How should I price this ? :: Performance Based Marketing

I am working on a business model for offline marketing. Where essentially approaching small business, local practitioners on a performance basis. The strategy is simple. We will market your business with a coupon and contests. We do everything from QR code setup, contest scripting, viral app coding, etc. I have it down to a semi-automated setup and virtual assistants. My primary clients are large corporations , but wanted to build a base of smaller niche clients on a subscription basis.

I was looking to approach businesses and say hey its a viral campaign in a box, where you just pay per OPT-IN subscriber/download. They provide the offer, contest, and prizes we bring the system. They get leads, and potential clients, we get a small fee per opt in. I was thinking of keeping it very affordable along the lines of $.15-$.25 a opt in. I would just charge their credit card every week, with an automated report on the system.

I would then want to have co-ownership of the list, where I could market upsells, and complimentary products.

Imaging the Co-Reg, and CPA possibilities. Say if a local restaurant chain (Already one of my clients) with 14 locations and an average of 1,000 people a week per location. Just seems ripe for a followup email on opt ins for free dining coupon offers.

Well my question is what would be a good price point for a small business on opt-ins and leads?
