Looking for "over the phone" credit card merchant recommendation

I need to be able to take credit card payments over the phone. I know I can do that with my bank for sure @ about a little over 3%, and still very cheap. But locked in for 2 years. I have a PayPal account set up now (do not know if I can use that?, at least legally) Any other very low cost ideas for merchant account that I can use for over the phone approvals?
Any input would be appreciated
