Latest Google update might not affect Local Sites

Everyone is saying that this latest update is a Exact Match Domain penalty. That doesn't appear to be the case for local sites. Think about it. The number of legitimate EMD or PMD for local sites is huge (ie. Bob's Plumbing. Hubbard Optometrist). From my sampling and experience it has not affected local sites. On the other hand Exact Match Domains (non local) that I have on adsense were devastated. These sites were no affected by Panda and Penguin but this latest killed them.

Also I don't think Google can touch low quality or low quantity for local sites. After examining hundreds of top ranking local sites there is a huge amount of 200-300 words main pages that don't say much.

    The new update didn't hit all EMDs only the one's with low quality and I think for the local part.Example: if there is only one Pizza guy in your city and this have an EMD, it wouldn't hit it because there wouldn't be any other restaurant and therefore no other result.
