How much big should be the market for a local business?

I'd like a suggestion from you.

I live in Italy and here is so much different, great cities have 2,5 million people maximum (ex. Rome, Milan, Naples).

But most of the town are quite small. We considered 25.000 people a great town in Italy.

So...if I will start with a business directory what's the best way?

Many sites for each small town or 1 site for a province (about 900.000 people) ?

    If the towns are quite small I would group a few, say 3 or 4 into 1 group and have a business directory for that "region"

    I towns are small then focus on districts or states or big cities.

    For directories the question isn't about size or population it is about how that population groups themselves.

    Check out how craiglist divides up their cities in the US for a feel.

    For example I live in the Quad Cities(IA/IL) metro area. So this area is grouped as one. While in a bigger city they start breaking it up more.

    Just make sure the "regions" you choose make sense. If two towns are near each other and consider themselves one region group them. If not don't.

    All you have to do is follow the lead of how the population handles their towns and regions.

    Thanks for the suggestions, they are much appreciated.

    One month ago I made a test with two neighboring towns in province of Verona, Legnago (26000 people) and Cerea (16000 people).

    In Italy we have a state (Italy), some regions (ex. Veneto), and inside "great" cities (ex. Venice and Verona) and small town (from 70.000 people to 3.000 people).

    I'm collecting leads and without doing nothing, only one facebook post, I reached 100 leads.

    I choose small town because of competition on google, that's inexistent for small town, but more high for Verona (my province).

    It's a lot ok work to build website for each town, but I could choose only the bigger.

    Some other tips?
