Depends on what state you live in. If you live in a state where all the liquor stores are run by the state, then no.

I've designed websites for 2 liquor store in Maryland and both were a hard sell since they were without a website for more than 40 years so I had to charge less.

Hope you learned a lesson, dont offer websites (online mkt) to people who cant see the value of them or that have to be hard sold.

I think the key to selling them is to discuss their current marketing and how they get customers.

Is a webpage a good way to get customers for them? Honestly I doubt it. How many people search for a liquor store? Not many most stop by the liquor store near their house or along their way home.

You have to learn how they get their customers and think like their customers.

Depending on what you services you offer some may work. An email or text club would likely work to help get those regulars in the door more often. Maybe EDDM to hit up the local neighborhood.

You will sell more by showing how you understand his business and his customers. But just pitching him what you pitch everyone else won't work unless you can show him benefit.

Have a conversation with the owner and see what they are currently doing. Ask yourself if you could enhance or improve what they are currently doing.

One of my biggest clients is a liquor store. This guy literally tries everything under the sun for marketing and ditches whatever doesn't work. a half mile away is his main competitor who's located on a much busier avenue so he has to work super hard to get people over to his place and he doesn't hesitate at all to spend $$$$. I love him!

I live in a state where the state runs liquor stores. The stores in my city usually don't advertise except for one. Also the local TV stations will not run advertisements for liquor stores. We've produced two in store videos, 2 additional web videos and 1 direct mail design for him. The thing is, he has 3 stores and he has to get his name out. But he is incredibly cheap. Wait, scratch that, it's not that he's cheap, it's that the people who I worked for on these jobs were afraid to ask for more.
