Offline Marketing Franchise business model

I have that idea for a long time but maybe this already exists - who knows.
What if there would be a franchise for an Offline Marketing brand where you could purchase your market and be immediately part of a group of other Offliners which walk and talk the same brand??
All marketing material your Agency needs is already done and you only would have to setup a page at the main brand website for your area inserting your business name and details - representing XXX Marketing Agency in your area.
The services you need would be already organized over outsourcers which have a contract with the franchise owner.
As this would have a mutual interest of several franchise owners, all would have the obligation to produce content and links to the main brand website to make it stay top in the SE.
Off course you would have protection based on the clients locations. After all the franchise would have a cost based on the potential of the area (population, amount of businesses).
You basically would enter as a manager with a ready done backoffice to make the heavy lifting for you. All on a high quality level.
