Best [Insert Niche] Company.com

Hello everyone,
One of my guys was telling me about an idea he would like to implement and I'd like to hear your opinions on it.

Basically you'd create a domain like "BestBarberShopLasVegas.com" (for any city, or niche), then rank it to #1 on google. This shouldn't be hard to do because there won't really be any competition.

You then go around to local barber shops and show them how big of an advertisement opportunity this is for them, and charge them monthly to promote their business on that page. Then you create another page for the next town. Rinse and repeat, collecting checks.

Has anyone tried this before? Does it work well?

Right, and they do end up bringing in more business from this as well, so everyone wins. Its not like you're screwing them over.

This is actually a very profitable niche. There is actually a fairly big network doing this for jobs, you have probably heard of something of this nature. One of the biggest I've seen you can find at regionalhelpwanted(dot)com/info/sitelist_domains.cfm?SN=247.
I'm wondering if a subdomain would be any good for this type of niche? I'm thinking that it would be, but I'm not a super SEO genius so yeah.
