How can i hire sales representatives in USA?

We have been developing a mobile app which will be used in restaurants in Turkey.
It needs to be introduced to owners (or decision makers) of those places and promoted by some sort of display items on the tables such as flyers, stickers, etc. in order to attract the customers who has smartphones.
We are planning to start the service also in USA and EU initially after the launch in Turkey.
The service will be free for both restaurant owners and app users.
What we need is sales representatives that will:
- Visit all the targeted restaurants and introduce our service.
- If the owner says yes; the rep. will setup a program to restaurants computer.
- Place the display items (flyers or stickers) on the tables.(We will send the reps the designs and ask them to print out; will be needed 30 flyers per restaurants)
According to our research; %75 of the targeted restaurants are ready to apply our system to their business in Turkey, and a single sales representative can make 7-15 deals in a day (the service is very easy to explain ; so far away being complex)
There are 50.000+ targeted restaurants in USA and 50.000+ in EU.
Depending on the swiftness of sales representatives; after a certain time, we will allow the program to be downloaded from our website for free.
But at first; We are planning to give money to sales rep. Per restaurants they agreed. We can give money until 10.000 restaurants get the service.
How much should we give per restaurant?
And how can we reach those sales representatives?
