Lack of Knowledge. Most of the businesses I come across are doing marketing, but it is fragmented, and they have no idea of what is working for them and what isn't. They haven't figured out how to develop a cohesive strategy.

Not enough Information. A lot of the businesses When i encounter are accomplishing marketing, however it is usually fragmented, and so they are ill-informed of what on earth is working for these people as well as just what isn't. They haven't worked out how to build a cohesive technique.

My experience up to this point has been that most business owners just don't make it a priority. They are too busy running their businesses. Actually they aren't lacking time (we all have 24 hours) they just don't manage their time properly. So I would agree with imsolutionsgroup.
