Can you help create Penny Saver Ad for web dev?

Hey guys, so my cousin does web development and internet marketing, very good at it. His birthday is coming up and ive been telling him everytime i see him to advertise in the penny saver, i keep hearing over and over again personally from business owners (service industries) how much they are making from local:

-penny savers
-newspapers
-leaving 5x7's in super markets/laundry mats/etc.

So for his birthday im going to buy him an ad in a penny saver that runs through many local towns because hes too cheap to do it and prove he will get a good response rate while getting way more than he does from tech savvy customers he gains online.

My questions:

1) Should i write he does marketing too or will that just confuse the consumer?
2) Should i put a price? Websites starting at $599 or $699....? Or is that going to hurt the response rate?

Finally, if anyone can give ideas on the copy i would really appreciate it.

Im not sure what would be a good call to action here either. 20% off sounds weak, what if it said Websites starting at $699, $100 in free advertising if act before (put expiration date here).....
