For the Love of God I CAN'T Figure Out Google Local Plus

Ok, I'm about to start pulling my hair at any given moment.

I've been following all the "best practices" and I can't get the listing to show anywhere!

Here are the steps I've taken

1. Complete and verify listing (video, pics)
2. NAP across citations
3. Relevant Citations with Reviews

To make matters worse I've seen other businesses rank for multiple keywords. Such as Best "service + city"...how the heck do you optimize for that?

Any help is highly appreciated.
