Should I bill the client for excess pages?

Hi all, I wanna know if this is a good thing to do.

You see, i have a client who want us to write a technical manual. Initially, we estimate the manual to be 100 - 120 pages and I quote accordingly.

However, halfway through the manual, we realize it may go well beyond 250 pages.

I was wondering if it's a good idea to bill them for the excess pages?

The contract they sign did not mention about billing excess pages, but it did state the number of pages we will write.

What would you do?

If you believe that a quality manual will go 250+ pages, you need to address it with them. If they only want the lower number, you only do the lower number but make it clear that they are missing out on vital information which could cost them in the long run.
