Google Advertiser Rating - Where do they get the ratings

Hi,
I currently run an Adwords campaign for a Debt Consolidation agency. Recently they had no reviews and started asking their client base for some reviews. They were sending them to Yelp via a link in the mass email. However, I don't think Yelp is one of the 3rd party review sites that Google gathers the ratings from. Is there a list out there of all the sites Google uses? I want to make sure they are sending their clients to the right site in order to get those stars in the ads. Thanks.
