Adsense Leaderboard Low CPC

I've got a site that's getting good traffic with three GA adverts, the ones in the sidebar and in post have a good CPC, but the top leaderboard is a disaster.
It has about 25% of the CPC rate of the other two, very annoying as it gets by far the most clicks.
I've tried text/image ads mixed, image only and text only, all did nothing. I would massively appreciate any advice on how I can improve this leaderboard CPC?
