Google Keyword Planner, better understand?

Actually my basic question is since a long time I'm trying to understand Google Keyword but still I'm not able to utilize it's keyword feature in a better manner.
Please let me know in detail which keyword to select or how to refine my search?
Let me further explain my question in more detail!
Just for example if I'm targeting a keyword like "10 best Android Phones Under 10000"
And i have also used their synonyms in my post! But still this specific keyword is not yielding good results for me.
So can you please explain me how to properly use keyword planner and also give me xaples about the same keyword i have selected in above example.
