Get More Complaints about the PPC ads Revenue

We run desktopad and supply CPC ads in desktop apps.

But recently, we got so may complaints from our publishers. Anyway, we also suggest advertisers set an available bidding for the ads, Yeah, it is getting better.

The bad thing is that publishers also are not satisfied. Why does they do this and what should we do?
