Yes, so what is stopping you? Be sure that you make your visitor land on a good landing page once they click your FB ad. And do test out 4-5 images for your fb ad

Im jjust making sure Facebook allows Email Marketing. If they allow me to drive traffic from my ad directly to a squeeze page which collects an email before taking the user to a page on the same site about a report on the niche.

Fb hates aff links..it depends whether your landing page/capture page domain name is valid for fb..ensure that it's not an affiliate link of some sort.

It will be better to create a landing page for email collecting and also the landing page should be on your website.Don't use aff links which are not allowed by facebook.

If it's your own the site, then it's fine.

If its an affiliate link site, you will be eventually banned if they find out.

But you should also reconsider what you're doing.

People just don't like blindly giving out there emails directly on the first webpage they see.

Try sending the user to a pre-sell or series of micro-commitment question pages first to get them warmed up before asking for there email, it will increase your conversions 10 fold.

Also if its your own page, make sure you follow there ToS....have a privacy page and terms and conditions page.

Facebook hates affiliate links, but you don`t have one, so it shouldn`t be a problem.
I mean, you are just linking to your website. It doesn`t matter if your website is just a landing page, a squeeze page or even Wikipedia.
If you don`t use adult content or directly link to affiliate pages you won`t have any problems with the ads

So facebooks fine with me conditioning people to first give me their emails before recieving a report. Their policies says that the landing page must be accurate to the facebook ad. is that going to be a problem?

In my opinion you won`t have any problem. If your ad is something like "get a free eBook by visiting my website" (just an example), I don`t think you are lying.
Or if you want to be completely safe you could use something like "Insert your email address to receive the best ebook about...."

Are you allowed to put link for your opt-in page, where by putting their e-mail address visitors can get a free report on diabetes. Which will take them to the sales page. Any advice will be very welcoming.

Yes you can use Facebook to build a list.

Make sure you have some type of Private Policy and any type of claims are in compliance with their terms.
