How can I quickly scale the digital marketing for my SAAS start-up?

Sounds like you have focused on small ad networks with limited traffic. You didn't mention which ad platforms you are using, perhaps that is the issue?

You should have no trouble hitting your advertising spend goal if you go to the top tier ad networks.

Have you tried AdWords?

With AdWords you can setup direct response campaigns using text ads, Display ads, and Video ads, targeting Google Search network, Google Search Partners network, Google Display network, Gmail, and Youtube. You can also setup Interest and awareness campaigns in those same networks, next you can setup remarketing campaigns targeting each of those networks. I's be suprised if you did not max out your budget is that one ad platform.

If you still have budget leftover you can setup Social Medial ads in Facebook and/or Linkedin, targeting relevant interests and demographics. Agan use retargeting to maximize your marketing efforts.

If you still have any budget leftover after that then you might try some native ads with , Outbrain, Taboola, or RevContent

Spammy ads are a very bad Idea, thank you for avoiding them. And about getting genuine clicks, present something that attracts people with quality (Great blogs, attractive photos), and make sure you are you are targeting your audience properly.
