PPC question: "what runs where" still a good tool?

Hi Team,
I can only find 3 year old training on this PPC tool ( what runs where ) which makes me wonder if its still relevant. The "Enterprise package" is $700 per month... but if it works, it'll pay for itself I hey?... Can anybody weigh-in if its worth a try? I need a break from SEO as it's slowly killing me. Kind regards.
