Hey can anybody tell me that how much time looksmart usually takes to get our ppc ad live on their network? Furthermore, does they support platform to block poor performing partner's ids?

I would be careful with those 2nd tier networks. They are appealing as the cost per clicks are very low compared to Adwords and Bing but the quality is very bad.

Well i think its in this way : low cost = low quality and other type high cost but high conversion .Be careful give it a try but not spend so much
