How to promote CPL offers on FB or Bing?

Is it possible to promote Peerfly CPL offers (Email submit) without having an opt-in page?

Recently, my Peerfly account got accepted and I tried to promote a CPL offer but FB and Bing ads didn't accept the link of Peerfly saying that it violates their policy. I tried another offer of Peerfly then it again repeated the same error. I tried reading their policies and my ad wasn't violating any of them. Then, why are they not accepting my ad? Any idea?

I promote cost per lead offers in mortgage on Facebook and it works fine....maybe its the niche you are trying to run. sometimes even if its allowed it can get disapproved...i know its weird...

The other reason you could be getting denied is cause you are trying to direct link and if using the network links they are usually flagged...you need to use a tracking link you own...

  I was provided a link to promote by the network. Usually the peerfly links are like:

  and Adword media links are like:
  
  www.lnkgo.com/54Qa
  or
  www.adworkmedia.com/anything123?tid=123?sid=23

  is cloaking and rotating the same thing? Because I right rotating. Bing ads doesn't accept the links which are redirected to another link.
