Adwords Skewing Suggested Bid Rates?

I ran an AdWords campaign a bit ago and had something happen to me that was pretty frustrating.

I am unsure whether it was an anomaly or not, so I'd like to know if this has happened to any of you and if it's something Google does often.

I had one of those "Buy $25, Get $75 Free" coupons and spent a couple days doing some keyword research. Over the course of two days, the Suggested Bid rates did not fluctuate much when I was researching - only by a few cents, nothing major.

When I came back and picked out the keywords I wanted (around 10-15), they were all in the .18-.25 cent range. I then initiated the campaign process, created my ad, and put my credit card on file.

When I went to add my keywords to the campaign, every single one was between $1.50 and $2.25 per keyword. Now, I can understand if this happened for just one keyword, but to have 10-15 keywords that are all $1-2 more than Google was showing just five minutes before launching the campaign...that's kind of sketchy.

I called support and they did say it was unusual for something like that to happen and admitted it wasn't showing the correct information. But by then it was too late - I had already paid the $25 and was stuck with a bunch of keywords that were far pricier than I had ever intended to pay.

I don't know if this is something that happens infrequently, or it's something Google does intentionally.
