Yes Buddy, you can upsell on your WSO's. Just keep in mind that your upsell needs to be closely related to main product you are selling. As an example, you can start selling your main product(report)...

I don't see why not.

The buyer wants whats advertised, as long as you don't make it impossible to avoid the upsells (which I experienced on a WSO a few weeks ago) they it's surely not a problem.
