ultimate adtracker 2.1

I am having problems with the .cgi & .pl scrips for the ultimate adtracker software.
I am pretty sure the path to perl is set correctly, and I followed all the instructions on creating a new directory in my cgi folder, but when I go to log on to the admin. password page(1st page you go to set up your password), I get the error...Your request could not be processed. This was because:

Cant open /home/www/itsworthafortune/cgi-bin/adtracker/data/adps.txt(No such file or directory)!

I know the file is there, but it is saying that it is not. Is there anyone here that can help me with this?

I am using StartLogic as my server, and they are telling me that when I upload the scrips, they automatically set the path to perl? I am assuming they know what they are talking about, because I am a bit new to this.
