Affiliate Payments For A Free Giveaway?

I would like to offer affiliates the option of benig paid an affiliate commission on a free download however I am not sure exactly how to set things up. The way it will work is as follows:

Person visits site - > signs up for free download - > is directed to a one-time-offer page - > visitor either buys OTO or clicks No to get free download.

I want to pay affiliates on the OTO. I have access to Clickbank, Paypal and Paydotcom. Will affiliates get credit on the sales if I they redirect to my sales page (i.e. free offer) or is there another way of setting this up?

Any help is appreciated.
