Permissions reset themselves

I am building a WP site. There are two plugins (wp-supercache and backup buddy) that complain that they need the file permissions changed. I go into Filezilla and change them for the appropriate directories, telling them to recurs into files and subdirectories. When I look again I see that something has changed them back. I disabled all plugins except wp-supercache and it still happens. The whole site is https if that makes any difference. Any ideas what else could be resetting the permissions?

    The FTP user may not be the owner of the file. If you have cPanel access, you might want to try setting it there.

    Your web host may require certain permissions for directories or subs. You can generally find out that information by looking at the faq file for permissions for your web host. Or email them.
